Create a Video from a file upload

Create a video for a local file and get a TUS upload ticket. Mindstamp never receives the bytes: upload them to upload.endpoint with the upload.headers using any TUS 1.0 client (resumable, chunked), then poll GET /videos/{id}/status until state is ready. The video and the upload slot are created together; when the media service gives no slot, the call answers 502 and creates no video. Needs the Pro plan or higher and file uploads enabled on the account.
